Driver CPC

New drivers from the 10th September 2009 will have to pass the Driver CPC theory and practical tests in addition to the licence acquisition if they want to drive professionally. Once they have passed these tests they will also need to undergo ongoing periodic training to keep their Drivers CPC qualification. Once all modules have successfully been passed they will be issued with a Drivers Qualification Card (DQC).

For an existing driver they will have “acquired rights” as they already hold a vocational driving licence (C, C1, C+E, C1+E) on the legislation start date. Lorry drivers will hold acquired rights up until 9 September 2014. To keep their Driver CPC and continue driving professionally beyond this date, they will need to undertake regular periodic training. The drivers CPC requires the driver to complete a minimum of 35 hours of periodic training during every five year cycle for as long as they wish to continue driving professionally. For existing drivers, their acquired rights means that their driving licence will be accepted as proof of their Driver CPC status until they have completed their 35 hours training within the 5 year cycle at which point they will be issued with a DQC.

All lorry drivers must carry their DQC whilst driving and there will be penalties if they are found to be driving professionally without one. If a drivers DQC has been lost, damaged or stolen, they must report it to the DSA within 7 days and apply for a replacement card. Once a card has been reported lost etc, the driver will be able to drive for up to 15 days without a card while a replacement is sent to them.

DCPC Exemptions

Drivers of certain specialised vehicles will be exempt from the Driver CPC requirements and will not need to hold a Driver CPC. The specialised vehicles are:-

  • vehicles with a maximum authorized speed not exceeding 45kph (28mph)
  • vehicles used by, or under the control of, the armed forces, a police force, a fire and rescue authority
  • vehicles undergoing road tests for technical development, repair or maintenance purposes, or new or rebuilt vehicles which have not yet been put into service.
  • vehicles used in a state of emergency or assigned to a rescue mission
  • vehicles used in the course of driving lessons for the purpose of enabling that person to obtain a driving licence or a Driver CPC
  • vehicles used for non-commercial carriage of passengers or goods for personal use
  • vehicles carrying material or equipment to be used by that person in the course of his or her work, provided that driving that vehicle is not that person’s principal activity (i.e. incidental drivers such as, according to the Department for Transport (DfT), a bricklayer who drives a load of bricks from the builder’s yard to the building site and then spends the day laying bricks. In this case, the driving is incidental to the driver’s main occupation.

FAQ (Frequently Asked Questions)

What is the Driver CPC?

The driver CPC (Certificate of Professional Competence – Level 2) is a qualification required by law for LGV and PSV drivers who drive professionally throughout the UK and Europe it is designed to improve the knowledge and skills of professional LGV and PSV drivers throughout their working life.

Driver CPC regulations will apply to new drivers acquiring a PCV licence from September 2008 and September 2009 for LGV drivers.

How will the Drivers CPC affect me?

Your individual circumstances will determine how you will acquire your driver CPC. New drivers acquiring a vocational entitlement (C1, C1+E, C or C+E licence) after the 10th September 2009 will have to obtain an initial Driver CPC in addition to the conventional licence acquisition.

Existing drivers who already hold a vocational licence (C1, C1+E, C or C+E) on the 10th September 2009 are exempt from the initial driver CPC. This is known as 'acquired rights' or more commonly known as 'Grandfather Rights'.

What happens once I have my Driver CPC?

Once you have qualified as a new driver or acquire you driver CPC through ‘Acquired Rights’ you then have to complete a total of 35 hours Periodic Training within the following 5 years in order to maintain your driver CPC and keep it valid. Drivers acquiring their CPC via acquired rights will have to complete their periodic training by September 2014. New drivers will be required to complete their 35 hours of periodic training in the following 5 years from the date you acquired your first driver CPC card.

All courses are relevant to the nature of your driving job as long as the total training time is 35 hours or above in a 5 year period any combination of approved courses can be chosen.

Legislation requires course modules of 1 x 7 hours or 2 x 3.5 hours (excluding breaks) to be completed within a 24 hour period. 35 hours of training must be completed in a 5 year period.
