Certificate of Professional Competence (CPC)
National / International (Road Haulage)

CPC National (no course in November due to examination changes in December)

Why do you need a CPC?

The operator of any Heavy Goods vehicle used for hire or reward must hold an Operator’s Licence, unless there is an exemption. An applicant wishing to obtain a Standard National Operator’s Licence must be professionally competent. In order to comply with this regulation, one of the options available is for the individual to obtain a Certificate of Professional Competence awarded by examination through OCR Examinations Board (formerly known as the Royal Society of Arts). Should you wish to operate goods vehicle Internationally, you will require an International CPC.

The CPC Examination

The syllabus and examination structure are due to be modified in March 2006. The new series examinations for the CPC National (Road Haulage) are divided into 3 parts comprising Units 1.2 & 4. To gain a CPC, it is necessary to pass all parts. A written case study (Unit 4) is included in the exam structure in addition to the multi-choice question papers (Units 1 and 2). Candidates who pass all 3 examinations on the same exam date will be awarded a CPC National. OCR Modular Certificates will be awarded to a candidate passing any individual module and theses can be exchanged with OCR for a full CPC once all 3 modules are held. Unfortunately, there is no provision in this exam structure for a candidate to carry forward a Statement of Credit held for a pre-October 1999 award of Module A or Module B – if you fit into this category, it will be necessary for you to start “from scratch”.

What Does The Syllabus Involve?

The syllabus for Unit 1 (Core Module) covers Law and Business and Financial Management and the examination requires you to answer 30 multiple choice questions in 45 minutes. A notional pass mark of 70% must be achieved. The Unit 2 (National Road Haulage) syllabus covers Vehicle Taxation, Road Haulage Financial Management, Operator’s Licensing, Technical Standards and Road Safety (including drivers’ hours and records, tachographs, LGV driving licences, etc) and the exam in this case requires you to answer 40 multiple choice questions in one hour – again with a 70% pass mark. Unit 4 is a two hour National Road Haulage Case Study which requires written answers to 8 questions. (The overall pass mark for this is 50% but 65% if the marks must be obtained in section A).

To obtain an International CPC, in addition to Units 1, 2 and 4, you must also pass Unit 6, the syllabus for which covers International Law, Control of Road Haulage Operations (Permits), Practice and Formalities connected with International Movements, and International Traffic Regulations. The 60 minute examination comprises 15 short response questions (pass mark 60%). From (and including) the September 2004 exam a candidate obtained pre-October 1999 to an International CPC, will be required to take the full series of examinations (ie Units 1,2,4 and 6).

When Are The CPC Examinations Held?

The OCR holds four examinations each year – in March, June, September and December. Examinations are held at the same time nationwide, and the results are published by the OCR approximately 8 weeks after the exam date.

Entry Requirements

There are no previous qualifications stipulated for entry to the OCR’s exams, no prior knowledge of the haulage industry is necessary, and there are no upper or lower age limits. Our youngest successful candidate so far was 14 years of age and the oldest 64! Our lecturing staff have been involved in adult education for many years, and are particularly skilled in dealing with the mature student. Don’t worry if it is several years since you sat behind a desk at school – you won’t be the only one!

Is The Exam Hard?

The system of examinations is based on a combination of Case Study and Multiple Choice questions. Multiple choice questions require a candidate to choose one correct answer from a list of alternatives supplied. As far as the case study element is concerned, you will not be asked to produce your answers in lengthy essay form but candidates are required to apply what they learned to the situation described in the scenario (case study).

Why Should You Choose a Course With Transed?

Quite simple - because you want to pass your CPC! Transed was established in 1986 and our lecturers have been teaching transport related subjects for many years, the CPC syllabus in particular since the inception of the OCR’s exam. They are highly experienced in training students to tackle case studies, an approach to examinations in which they have long been familiar. Our principle lecturer was a Transport Manager for over 25 years with multinational companies, before turning to a career in Further Education.

We actually CARE about you and your business, and what happens to you after you have passed your exam. Our method of teaching actively encourages questions and discussion which helps you, the student, to obtain a full and comprehensive knowledge not only of the OCR’s syllabus, but also of the haulage/transport industry in general. Our courses are designed not only to train personnel who need, or may need to hold the CPC qualification, but also to equip participants with sufficient knowledge of the Transport Industry to enable them to successfully run their own business.

We have a range of services available to help the transport operator – assistance with the 'O' Licensing applications, haulage specific business and finance queries, etc… We have excellent rapport with our students and we are at the end of the phone to give advice on problems related to transport operations.

What Type of Course Should You Follow?

On a regular basis, we can offer you an Intensive Course (attendance) or Distance Learning (Home Study). These courses are always available for every one of the OCR’s exams. Students on out Intensive Courses have, over the years, achieved an exceptionally high pass rate, but obviously an intensive course means that you will need a full week’s absence for your employment. If this causes difficulty, then the more flexible approach of our Distance Learning Packages could be the answer for you. (You will find details of both types of courses in our brochure.)

Accommodation

A wide range of accommodation is available in the vicinity of our course venues – all carefully selected for comfort and hospitality and highly recommended by our past students. Individual course notes will be supplied to you on the first day of the course, and they are yours to keep for future reference purposes. The cost is included in your course fee, and you will not require any additional reading material.

Practice Test Questions

To ensure that students have grasped each aspect of the syllabus practice test papers are set at regular intervals throughout the course. You will receive tuition and guidance on how to tackle the case study element(s) of Unit 4.

Tuition is by a team of highly qualified lecturers with considerable experience of teaching adult education, and of transport management. Our tutors do not use the chalk and talk technique adopted by many training organizations, and you will not be expected to memorize facts “parrot fashion” without fully understanding them, all of which combines to put you at ease with the case study requirements. Questions and discussion on subject related topics are actively encouraged, and this has ensured that a consistently high pass rate is achieved by our students.

Our Guarantee To You

The OCR is an external independent examining body, and as such no-one can "guarantee" you will pass. However, we do have an exceptional success rate! In the event that you should fail any of the modules, we will reduce your tuition fees by 50% if you wish to attend the next available Intensive course on the condition that you have attended all sessions of the relevant course(s). A small charge will be levied to cover the cost of the exam success, particularly in view of the attention to detail required for the case study, class numbers on our courses are restricted. We would, therefore, recommend an early course reservation to avoid disappointment.

Fees are per person (Inclusive of exam fees and VAT) and will apply from January 2011
